Manager, Finance

About the Role
Reporting directly to the Director, Finance within the Office of the CFO, the incumbent is expected to have the ability to:
- Manage the day to day functions of the section (overseeing payment production and payroll financial activities, managing accounts payable, accounts receivable, accounting reconciliations, etc.);
- Manage and maintain a financial policy framework (including developing and interpreting financial policies);
- Manage and maintain a financial training framework (including developing and delivering training materials);
- Administer access and issues with all financial systems (including the ERP system and its interfaces, travel system, banking, and credit card systems);
- Coordinate quarterly proactive disclosure of expenses on Council and/or Government’s website;
- Prepare annual and quarterly financial statements published on the Council’s website in accordance with Canadian Public Sector Accounting Standards (PSAS);
- Coordinate and support the external financial audit;
- Provide analyses of financial information and prepare ad hoc financial reports;
- Coordinate the preparation and control of the annual budget and its monitoring;
- Play a key challenge function throughout the budget process;
- Analyze and investigate all budget variances to ensure appropriate action is taken;
- Prepare the related documents (memos, presentation decks) for Senior Management Committee, Board, and Board committee meetings;
- Provide strategic financial advice to management in their budget decision making process and other financial concerns;
- Act as a Finance liaison with the other Sections at Council;
- And perform other related duties.
Education
- An undergraduate degree in a related discipline.
- A Chartered Professional Accountant (CPA) designation, previously recognized CA, CMA or CGA designations or an equivalent combination of education and professional experience related to the responsibilities of the position.
Experience
- Seven (7) years of experience in accounting or finance preferably in the public sector.
- Three (3) years of experience in budget planning and monitoring.
- One (1) year supervisory experience.
- Experience in financial data extraction and analysis.
- Experience providing recommendations (written and oral) to Directors and/or other executives.
Knowledge
- Comprehensive knowledge of accounting, budgetary control and financial management principles, practices, and analysis.
- Extensive knowledge of Canadian Public Sector Accounting Standards (PSAS).
- Extensive knowledge of government legislation, regulations and practices pertaining to grants and the Income Tax Act.
- Knowledge of Treasury Board and National Joint Council policy instruments.
- Very strong expertise in synthesizing financial information, writing reports, analyzing budgets and preparing financial statements.

This position requires the use of both official languages. The requirements in the second official language are:
